And this is my first map so don't expect any masterpiece. I think this map is a bit hard (at least for me, I'm very bad at zombies), as there aren't many big areas. Now you have to survive there fighting against the zombies and you have to find some way to escape. And when you finally reach the main door you realise that it is blocked. You are a/some tourist that were visiting it until you heard a very loud noise, like something big falling down and then people shouting and running everywhere. I rather have them let anyone with any map pack join but that's just me. Hardly anyone plays in that playlist but it's still weird I can't get in. I apologize, as originally I thought you were referring to Nazi Zombies (for whatever reason). I think allowing people to have access to that play list who do not have all the map packs (if they cover all three map packs) will increase the number of instances like I described above, just making a mess of things.

It's obvious that, from when I didn't have Map Pack 1, that Treyarch had trouble figuring out how to handle all the map packs, as I was often put into a lobby for a map I did not have, and quickly kicked from the lobby in result. If indeed it covers all three map packs in that play list, then that is likely the reason you cannot. Escalation gives you some multiplayer maps and Call of the Dead. Normally does the Map Pack play list cover all the Map Packs? It has been awhile since I've used that play list, and therefore do not remember. If you dont have the World at War maps than Resurrection is pretty good (and you get Moon).
